The creation of educational standards for vocational education will now be based on a competency approach. It provides students with key, general and professional competencies that will be relevant in the labor market and contribute to the personal development of the student. This is stated in the new State Standard for Vocational Education, approved by the Government.
“In this document, we have envisaged three key rules for creating quality educational standards. First, they should be based on a competency approach, ie providing students with the skills that are relevant and necessary for a particular profession. Second, each educational standard should contain clearly defined indicators of the effectiveness of student learning, ie focus on results instead of process. Thirdly, it is critical for us that the authors of the standards provide conditions for the comprehensive development of the individual,” said Minister of Education and Science Serhii Shkarlet.
The key competencies that a vocational education student acquires during their studies are common to all levels of education. They create conditions for learning the individual throughout life. Professional competencies should be formed on the basis of labor functions defined by the standard of a certain profession. The new State Standard for Vocational Education also has an updated structure and changed requirements for the educational level of entrants. In addition, it identifies a range of stakeholders who should agree on established educational standards for specific professions.
